Step 1: Ingest and classify plan documents

The Workflow triggers when new plan documents, carrier certificates, or amendments are uploaded. Cassidy extracts plan identifiers (EIN, plan number), eligibility rules, COBRA language, claims procedures, and disclosure timing requirements, then maps entities across sponsors, payers, and coverage tiers.

Step 2: Validate SPD content and flag compliance gaps

Cassidy compares extracted content against 29 CFR 2520.102-3 requirements and DOL disclosure timing rules, identifying missing elements, outdated language, or content that hasn't been updated within required windows. The system generates a gap report with specific remediation actions.

Step 3: Build and validate 834 transactions

When enrollment events occur, Cassidy maps internal fields to 834 loops and segments per the carrier's companion guidepopulating INS maintenance codes, HD coverage actions, and DTP effective dates. Built-in validation catches date incoherence, missing required loops, and ID mismatches before transmission.

Step 4: Transmit and monitor acknowledgments

Cassidy sends 834 files via secure SFTP/AS2, then monitors TA1, 999, and 277CA responses. Rejected transactions route to an exception queue with error context, while accepted transactions update reconciliation dashboards showing pending, accepted, and aging items.

Step 5: Trigger COBRA workflows on qualifying events

When the system detects a qualifying eventtermination, reduction in hours, divorce, or dependent aging outCassidy creates a COBRA case, calculates coverage periods and premium tables, and starts the statutory clock for notice delivery.

Step 6: Generate and deliver compliant notices

Cassidy assembles COBRA general and election notices from DOL model templates, schedules delivery within required timeframes, and logs proof of delivery with timestamps. The same engine handles SPD distribution, SMM timing, SAR deadlines, and SBC requests.

Step 7: Maintain audit-ready evidence repository

Every document version, disclosure, EDI exchange, acknowledgment, and user action is logged with immutable timestamps. Cassidy can produce discovery-ready exports within 30 days for DOL inquiries or participant requests, with complete chain-of-custody documentation.
